These two goals are included in José Luís Carneiro's strategic motion to the PS leadership, which the Lusa news agency had access to, in which he presents what he calls the “Portugal Future Pact”, “a pact with the youngest and future generations”, which has “as its horizon the vision of the country” that he aims to have by 2050.

In this pact, José Luís Carneiro defends the need for a “solid policy of increasing income and reducing the tax burden, so that, within 10 years, the average Portuguese salary reaches the average European salary”.

The candidate for the leadership of the PS argues that “fair wages are a necessary prerequisite for the dignity of work and for the quality of life of workers, contributing to greater social justice, within a framework of harmonious socioeconomic development of the country”.

“The social development of the country requires an increase in wages and income, which presupposes economic growth and that workers and entrepreneurs are part of the success of companies”, it reads.

This pact, presented in José Luís Carneiro’s motion, also includes targets for housing, a sector in which he argues the PS must continue to prioritize “new policies, reinforcing the sense of social emergency in its actions in this area”.

“Our objective must be to ensure that, within ten years, all families have access to decent housing, combining the market supply with the municipal supply of housing and incentives for the construction of affordable homes”, he argues.

The candidate for the leadership of the PS also believes that the party must reaffirm its defence of a “robust and modern” National Health Service (SNS), a “public pension system that guarantees intergenerational equity” and “a quality public school that is a factor in improving qualifications and equal opportunities”.

“The PS rejects the privatisation of healthcare, the commercialisation of pensions and the de-budgeting of public schools”, he argues.

The internal elections for the leadership of the PS party will take place on June 27 and 28, and so far, José Luís Carneiro is the only candidate to succeed Pedro Nuno Santos, who resigned from his position as secretary-general of the party following the results of the legislative elections on May 18.
