The Government remains committed to reinforcing security in housing rentals in the country. In addition to the measures already known in this area, such as the review of terms and renewals in contracts, the AD Executive has included a new initiative in the Government Program: the creation of secure long-term lease contracts, guaranteeing stability in contractual conditions.
Among the various measures aimed at housing included in the Government Program, which was submitted to the Assembly of the Republic on Saturday, there are four that have a common purpose: “reinforcing stability and security in housing rentals”, according to a report by idealista.
And there is one that stands out as new. The Government of Montenegro wants to introduce “secure long-term lease contracts, with guarantees of stability of the original contractual conditions and of the rent update formulas, accessible to investors and private owners”. But it does not provide any further details.
In this context, Prime Minister Luís Montenegro once again promises to review the terms and renewals of lease contracts, which he had already mentioned in the previous term. Specifically, he wants to move forward with the “evaluation of the counter-reforms introduced in 8 years of socialist government in terms of leasing and works, in particular those relating to duration and renewals (especially those of 2019)”. The idea is to evaluate this matter and then move forward with a legislative review.
Also with regard to leasing, the AD Government maintains its intention to review and accelerate the “mechanisms for rapid dispute resolution in the event of non-compliance with lease contracts (namely through the strengthening and qualification of the Leasing and Landlord Counter; recourse to extrajudicial means and justices of the peace; and mechanisms for urgent protection in exceptional and urgent situations)”, the programme reads.
