The Portuguese Installers Association (AIPOR) has asked for the IVA tax rate to be extended at 6% for air conditioning equipment and solar panels, which it said would contribute to decarbonisation and energy efficiency.
From July 1st, air conditioning equipment, thermal or photovoltaic solar panels and wind turbines will have an IVA rate of 23%, up from the 6% applied since 2022.
“AIPOR supports the extension of the measure, as it is vital in contributing to decarbonization and in pursuing environmental and energy efficiency goals, aligned with the National Energy and Climate Plan 2030”, said the association in a statement.
Quoted in the same note, the president of AIPOR, Celeste Campinho, argued that the extension of the measure is “crucial for consumers to adopt more environmentally friendly practices”.
The end of the reduced VAT rate translates into an even greater obstacle to the purchase of this equipment, she pointed out.
“We live in a time when decarbonization is vital to guarantee the future of future generations, and with European and global commitments underway in terms of energy efficiency and sustainability, it is essential to encourage the market and consumers,” she insisted.
In a country like Portugal with extreme high temperatures in Summer and cold weather in Winter this type of equipment is more than ever essential, VAT should remain at the reduced rate of 6%. Why always make people's lives worse, more complex and degrading? Our governments are disastrous to Portuguese citizens individual interests.

I would like to agree with everyone; we all hate taxes.
But; the reason the rate was lowered was to encourage the adoption of these technologies, mainly solar energy and heat pumps (air conditioners are also heat pumps). With solar power equipment at an all time low, it's very profitable to instal even at 23% IVA.
So why should the state lose out on this revenue? People will buy the gear anyway.
Meanwhile, you all have 8 days to buy your air-conditioners, solar power installations, and related hardware at 6% IVA.
Tip; you can buy from outside Portugal. some Spanish websites automatically apply the PT IVA rate if you put in a PT delivery address and NIF.
600w panels can be had for 75 Euros (inc. 6% IVA).
