Võru County, Estonia, was also named the best organic region in the 2025 edition.
A statement explained that these awards recognise the commitment of various actors in the organic value chain who contribute to innovative, sustainable, and high-quality projects that strengthen organic production and consumption in Europe.
"The winners of the European Union Organic Awards are shining examples of what the organic movement in Europe can achieve: they combine the highest environmental standards with economic resilience and social engagement," said European Commissioner for Agriculture, Christophe Hansen, quoted in the statement.
The official adds that "their work proves that organic farming not only produces sustainably, but also builds communities and shapes the future."
"Today, we honour their achievements and celebrate the strength and potential of the entire organic sector in Europe".
Valpaços, according to the statement, "demonstrates how rural towns can combine tradition, innovation, and environmental stewardship to build resilient and sustainable food systems."
Named the best organic city, Valpaços leads Portugal in organic farming and integrated sustainability across approximately 548.74 square kilometres of diverse agricultural land.
Currently, the municipality has 516 certified producers, a significant increase from just 41 in 2019, making it the Portuguese municipality with the largest number of organic producers.
This municipality, as highlighted, promotes short organic supply chains, educational gardens, municipal composting, and a climate action plan, while also supporting the development of local products through its Agricultural Technology and Technology Transfer Center.
Its organic sector, including Protected Designation of Origin (PDO) and Protected Geographical Indication (PGI) products such as wine, olive oil, and honey, is supported by local authorities, community engagement, and multi-sector collaboration.
The winners were selected by a jury composed of representatives from the European Commission, the European Committee of the Regions, the European Economic and Social Committee, COPA-COGECA, and IFOAM Organics Europe, with the support of the European Parliament and the Council of the European Union.
