In presenting the proposal, the vice-president of the council, Gonçalo Reis (PSD), who is responsible for Finance, said that in 2026, four schools will be undergoing renovations and 10 school projects will be underway, representing a planned investment of €38 million.

In the area of ​​Education, the PSD/CDS-PP/IL leadership also proposes the hiring of 100 operational assistants and the consolidation of social support in schools, as well as a school mentoring program to promote academic success and a platform for accessing education indicators in Lisbon.

Regarding expenses by area of ​​activity, the executive branch forecasts €78.2 million for Education next year, €26.4 million more than the €51.8 million planned for this year.

In the budget for 2025, the city hall estimated €58 million for Education.

As for social support and equipment, the deputy mayor said that an investment of €6.7 million is estimated for daycare centers next year, with the addition of three more daycare centers; €8.5 million for health centers; €3.7 million for support to institutions, associations and social initiatives; €1.8 million for the Hotel Social Lisboa and €1.2 million for shelters.

Sports

In the area of ​​Sports, Gonçalo Reis announced €1.8 million for works on sports complexes and €3.4 million in support of sports entities, associations and clubs, as well as the Lisboa Ativa project to promote active lifestyles.

The municipality's expenses under the heading "Social Support and Sports" are estimated at €39.3 million for 2026, €4.8 million more than the €34.5 million planned for this year.

For 2025, the city hall envisioned an investment of €38 million in the area of ​​Social Rights, including €12 million for responses to people experiencing homelessness and €8 million for Sports.

“Balanced”

The PSD/CDS-PP/IL leadership in the Lisbon City Council today presented the proposed municipal budget for 2026, amounting to €1.345 billion, slightly lower than the €1.359 billion projected for this year. According to the vice-president of the municipality, the budget is considered "balanced, secure, and well-considered."

This is the first municipal budget of the current term (2025-2029), proposed by the new PSD/CDS-PP/IL administration, under the presidency of the re-elected Carlos Moedas (PSD), who continues to govern Lisbon without an absolute majority.

In the previous term (2021-2025), the four budgets of the PSD/CDS-PP leadership (IL was not part of the municipal executive) were approved due to the abstention of the PS, and the rest of the opposition – PCP, BE, Livre, and Cidadãos Por Lisboa (elected by the PS/Livre coalition) – voted against.

In the municipal budget for 2025, the council estimated an expenditure of €1,359 million, slightly higher than the €1,303 million projected for 2024.

Currently, the executive, composed of 17 members, includes eight elected members from the PSD/CDS-PP/IL coalition, who are the only ones with assigned portfolios and who govern without an absolute majority. In opposition are four councilors from the PS, two from Chega, one from Livre, one from BE, and one from the PCP.
