Year-on-year, the decline was 0.8% in the eurozone and 0.4% in the EU as a whole. In Portugal, the indicator rose by 4.5% compared to the same month last year, but fell by 2.5% compared to October.

In a monthly comparison, construction output fell by 1.1% in both the eurozone countries and the European Union as a whole.

Compared to November 2024, the largest declines were recorded in Austria and Belgium, both with 4.9%, followed by France (-4.5%) and Hungary (-3.5%). Conversely, the highest growth rates were recorded in Finland (14.5%), Slovenia (12.5%) and the Czech Republic (6.2%).

Between October and November 2025, the sharpest declines were in Hungary (-7.3%), Slovenia (-6.2%) and Romania (-5.8%). The largest increases in construction output were recorded in Slovakia (3.5%), Finland (2.3%) and Bulgaria (1.5%).
