The Government says it will strengthen the public housing stock, boost affordable renting, and modernise town planning licensing procedures. Of the more than €2 million allocated, €1,071 million is earmarked for programmes to increase the supply of public housing and regenerate the public housing stock.
Support for renting
Support for renting, through programmes such as Porta 65+, Porta 65 Jovem and PAER – the Rent Support Programme – as well as Investment Contracts for Renting (CIA), will receive funding of €917 million in 2027.
Housing crisis
In the document presented to the Assembly of the Republic, the Government considers that the housing crisis stems from an “accumulated shortage of supply, which has led to price rises far outpacing household incomes, exacerbating difficulties in accessing housing, particularly for young people, the middle class and vulnerable families”.
The document further adds that the budget’s priorities include increasing the public supply of housing, alongside private and cooperative provision, in order to improve social letting. This type of letting would become more affordable, with more moderate costs. The State also believes that, within these same parameters, it should increase the supply of permanent owner-occupied housing at controlled costs.
Private investment
The Government also intends to “mobilise private investment through public-private partnerships involving state-owned properties, and to implement the funding programme for the 45,000 homes excluded from the Recovery and Resilience Plan”.

The housing crisis is the government's own making, by constantly interfering in the market and preventing normal market forces from operating. This is where the supply shortage is coming from. If you demonise landlords and assume tenants can only ever be victims, then no-one is going to want to be a landlord. Landlords aren't charities, expected to provide first-class accommodation at rock bottom rents. Long delays for planning consent may limit the number of new properties being built.
The best thing the government can do is to deregulate and get out of the way. What a waste of €2 billion of taxpayers' funds!
