In a document submitted to the municipal executive and shared with the news agency Lusa, the Social Democrats argue that these measures should be municipal priorities for the coming year. They acknowledge that not all of them can be completed within a single fiscal year, but emphasise that they should move forward “through the development of projects, specific municipal programs, and dedicated financial allocations.”
A key proposal is the creation of the so-called “A13 Business Area”—a “structured and fully serviced” business zone that the PSD considers essential for “attracting investment and creating jobs in the municipality.”
The proposal envisions the study and planning phase taking place in 2027, with an indicative budget of up to 300,000 euros.
According to the document, the site’s proximity to the A13 interchange in Foros de Salvaterra, as well as its closeness to the future airport, justifies “prioritising an analysis of this location to host a new business area.”
In the social sector, the PSD proposes creating a municipal program called “+Vagas Creche” (“+Daycare Spots”), aimed at increasing the number of available places for children in the municipality by supporting private social solidarity institutions (IPSS), other organisations, and private operators.
To expand daycare capacity, the PSD suggests supporting project design and construction and establishing a “point of contact” to oversee licensing and investment processes.
The PSD suggests a budget of 250,000 euros for this initiative.
The Social Democrats advocate a similar program for residential care facilities for older people (ERPI), aiming to “increase installed capacity and support the upgrading of existing facilities.” They also propose allocating 250,000 euros for technical support and investment co-financing.
In the cultural sphere, the PSD proposes that the municipality proceed with the necessary studies to construct a “multifunctional cultural facility in the municipal seat,” capable of hosting performances, film screenings, conferences, congresses, and activities for local associations.
The party suggests dedicating 2027 to defining the project—including “demand studies, site selection, and estimates for construction and operating costs”—with an indicative budget of up to 200,000 euros.
Another measure presented is the “Município Energia+” (Municipality Energy+) program, aimed at “reducing the local government’s energy consumption, increasing renewable energy production, and creating a local energy community.”
The proposal includes conducting a municipal energy audit, installing new photovoltaic systems on municipal buildings, implementing energy efficiency measures, and establishing an information hub to assist families and businesses with the energy transition. The PSD proposes a budget of up to 195,000 euros for this program.
The PSD maintains that these initiatives are “strategic priorities for the economic and social development of the municipality” and argues that the 2027 Municipal Budget “should include the resources necessary to begin their implementation.”
