According to the Minister, the scheme will cover the purchase of 20,000 vehicles, with subsidies covering up to 80% of the cost.

The measure was announced during the general debate in Parliament on the proposed 2027 State Budget, when Maria da Graça Carvalho outlined plans to subsidise electric vehicle purchases for people on low incomes.

During the same debate, the minister also confirmed that incentives for the general population to purchase electric vehicles would remain in place, under rules similar to those applied previously, although the allocated budget will be €50 million.

Support for electric car purchases

In June 2026, Portugal opened applications for the new phase of the incentive for the acquisition of electric vehicles, with a budget of €10 million to support more sustainable mobility solutions, the government announced.

Promoted by the Environmental Fund, the support aims to encourage the replacement of combustion-engine vehicles with zero-emission vehicles as part of the Green Mobility package.

In a statement, the Ministry of Environment and Energy states that vehicles acquired since 1 January 2025 are eligible, provided that beneficiaries have not been served under previous phases of the program and meet the criteria set out in the regulations.

At the time, the note published on the Environmental Fund website stated that light electric passenger vehicles can receive support of €4,000 for individuals and €5,000 for private social solidarity institutions. For this type of vehicle, the price cannot exceed €38,500, including VAT and associated expenses, or €55,000 for vehicles with more than five seats.

The program also supports electric bicycles, motorcycles, mopeds, tricycles, and quadricycles, as well as electric vehicle battery chargers.
