Promoted by the Environmental Fund, the support aims to encourage the replacement of combustion-engine vehicles with zero-emission vehicles as part of the Green Mobility package.

In a statement, the Ministry of Environment and Energy states that vehicles acquired since 1 January 2025 are eligible, provided that beneficiaries have not been served under previous phases of the program and meet the criteria set out in the regulations.

Applications must be submitted through the Environmental Fund platform and will be analysed in the order of entry, up to the available budget limit.

According to the notice published on the Environmental Fund website, light electric passenger vehicles can receive support of €4,000 for individuals and €5,000 for private social solidarity institutions. For this type of vehicle, the price cannot exceed €38,500, including VAT and associated expenses, or €55,000 for vehicles with more than five seats.

The program also provides support for electric bicycles, motorcycles, mopeds, tricycles, and quadricycles, as well as electric vehicle battery chargers.

Electric bicycles can receive support corresponding to 50% of the purchase price, up to €750, while conventional bicycles receive a 50% incentive, up to €500. For cargo bikes, support can reach €1,500 for electric models and €1,000 for others.

Electric motorcycles, mopeds, tricycles, and quadricycles can receive an incentive of up to €1,500.

The measure aims to contribute to the decarbonisation of the transport sector, reduce emissions and encourage the use of more sustainable modes of mobility, according to the Ministry of Environment and Energy.

The Minister of Environment and Energy, quoted in the statement, argues that the incentive helps reduce dependence on fossil fuels and accelerate the energy transition in Portugal.
