Rather than compete with giants like the USA and China on lunar exploration or space tourism, Portugal is backing more grounded infrastructure: satellites, data, and orbital services, funded partly through Europe's Recovery and Resilience Plan.

At the centre of this is the Atlantic Constellation, a satellite network run from the Guimarães Space Hub. Around 30 satellites are expected in orbit by late 2026, supporting maritime surveillance, environmental monitoring and geospatial intelligence. Six were already launched in March via a SpaceX Falcon 9 mission, reflecting Portugal's preference for commercial launch partners over building its own costly launch capability.

Portugal's geography is a key asset. The Azores sit strategically between Europe, North America and Africa, and the Santa Maria Space Hub is drawing international interest for satellite launches, testing and manufacturing, alongside opportunities in cybersecurity, AI-driven Earth observation and defence technology.

For family offices, these enabling technologies may offer more accessible opportunities than headline rocket ventures.

The war in Ukraine has also reshaped Europe's view of space, shifting it from a scientific pursuit to a matter of strategic infrastructure, driving investment into secure communications and surveillance.

Portugal's approach echoes how small, coordinated nations — Luxembourg in satellite finance, Finland with Nokia, Singapore in biomedical science, Taiwan in semiconductors — have carved out outsized global roles.
