The administrative order published on 3 August states that these funds are designated for repair work on roads in the districts of Leiria, Santarém, Aveiro, Lisbon, Coimbra, and Castelo Branco. The work addresses issues such as pavement deterioration, slope instability, and the failure or collapse of drainage systems resulting from the storms earlier this year.

IP is authorised to allocate this expenditure, up to a maximum total of €79.7 million plus VAT, over the next two years: €21.2 million this year, €51.3 million in 2027, and €7.1 million in 2028.

The largest investments are planned for the districts of Santarém (totalling €18.3 million through 2028), Leiria (€18.5 million), and Aveiro (€18.9 million).

Planned allocations for the other districts are €9.7 million for Lisbon, €8.8 million for Castelo Branco, and €5.3 million for Coimbra.

The amount set for each fiscal year may be increased by any unspent balance carried over from the previous year.

IP must submit a semi-annual report on project and action implementation, no later than 30 days after the end of the six months, to the government officials responsible for Finance and Infrastructure, as well as to the relevant budgetary authority.

Six months ago, a series of storms, most notably depressions Kristin, Leonardo, and Marta, struck the mainland over three weeks starting in late January. These events resulted in at least 19 deaths (more than half occurring during recovery operations).

They left hundreds of people injured, homeless, or displaced, particularly across 90 municipalities in the Central, Lisbon and Tagus Valley, and Alentejo regions.

Nationwide, more than 35,000 homes were affected; over a million people lost electricity, and half a million customers lost telecommunications services. By the middle of February, more than 18,000 emergency incidents had been recorded, and over 200,000 insurance claims had been filed.

Estimated damages exceed €5.3 billion.
