This did elicit a response from the Câmara, which explained that as 2025 was an election year, additional work had to be done by the various departments and some charities' funding was not paid, but confirmed that in 2026, they would pay double the amount of the 2024 grant.

In accordance with the previously agreed Protocol, the Association provided all the documents required to qualify for the grant and tried several times to liaise with the Câmara, but to no avail, and to date, no funding has been received for 2025 or 2026. The President of the Association, Corinna Wolfsteller-Janiec, has called the Câmara on a weekly basis since mid-September and on each occasion has been told that the relevant person would return her call, but no return call has been made.

As the Association has followed the correct procedures and submitted all documents requested by the Câmara, they are confused and upset by the lack of response to telephone calls and the failure by the Câmara to honour its commitment. However, when Corinna made her latest call, she was told that the documents had all been submitted to the President, Sr. Luis Encarnação, so the delay now appears to be due to the final document simply needing his signature to arrange for the funds to be issued.

Notwithstanding this failure to provide essential funds, the charity has continued to honour the previously agreed protocol and rescue procedures during 2026 by relying on donations from supporters and volunteers.

Corinna Wolfsteller-Janiec said, “I am frustrated that despite us publicising our plight, the Câmara responding with a commitment to pay the grant for the two years 2025 and 2026, and all required documents being submitted, I am still waiting for a return call and, importantly, the funds we need to support our processes. But we are expected to carry on and do the work of the Câmara with no funding! It has now been over two years since the Câmara made a contribution to our charity”.

So far in 2026, the charity has taken in 66 cats and kittens that would otherwise be the responsibility of the Lagoa Canil, so without funding, by the end of the year, they may be forced to take these cats to the Lagoa Canil.
