The proposed change follows recommendations from a 2022 review of Ireland’s abortion legislation, which found the waiting period could prevent some women from accessing care within the legal 12-week limit. Supporters say abolishing the rule would make services more responsive, particularly for vulnerable groups, while the government has indicated women should still have access to counselling and medical support.
