The first three calls for proposals, out of a total of eight, amount to more than €2 million and are intended to support both private and public entities. The new framework was established in April and presented on 3 August by the Minister of Infrastructure and Housing, Miguel Pinto Luz.


The support is intended for innovative solutions that will reduce the environmental impact of traffic in urban areas, contributing to more sustainable and intelligent cities.


One of the key areas is the school mobility programme, which aims to support projects that reduce the circulation of motorised vehicles near schools, increase safety in public spaces and promote the autonomy of children and young people. The initial allocation is €100,000 and can increase to €500,000.


According to the Government, these initiatives should also encourage active and multimodal mobility, namely walking, cycling or using a combination of different modes of transport.


The support for the taxi sector, currently set at €400,000 and potentially rising to €700,000, is intended for the acquisition of fully electric vehicles and the installation of charging infrastructure. The programme aims to reduce greenhouse gas emissions, improve the environmental efficiency of the service and encourage more sustainable mobility solutions.


Besides strengthening the capacity of transport authorities, the Fund will now support investments in decarbonisation, technological innovation and infrastructure in low-density areas.


“We are committed to strengthening mobility throughout the territory, supporting decarbonisation, digitalisation and intermodality projects for the benefit of citizens,” said the Minister of Infrastructure and Housing, Miguel Pinto Luz.


The Lisbon metropolitan area is currently developing its own Municipal Plan for Sustainable Urban Mobility. A new public participation phase opened in July 2026, allowing residents, businesses and other stakeholders to help prioritise the measures that will be included in the plan.


So how can you apply for funding? The first notice for urban logistics will open for applications on Monday 17 August and close on 28 August. However, the eligible applicants are municipalities and freguesias (parish councils), usually together with logistics operators or other partners.
