The issue featured prominently on the final day of the inaugural Portugal Investment Forum, where Paul Stannard and Chris Marson of Portugal Pathways discussed the Golden Visa programme and its evolving role in attracting capital.
Stannard cited a World Digital Foundation report estimating that investment associated with the programme had exceeded €9 billion since 2012, with a wider economic impact valued at €54 billion.
The argument is that international investment can generate benefits beyond the initial transaction, supporting business creation, employment, spending and further investment.
However, rising property prices and insufficient housing supply have intensified concerns about affordability for Portuguese residents. The challenge is maintaining Portugal’s appeal to investors while ensuring local communities are not left behind.
One proposal discussed at the forum was whether a portion of investment funds qualifying under the Golden Visa framework could be directed towards social housing or initiatives to attract and retain talent. It was raised as a possible approach, not an adopted policy.

The speakers also argued that Portugal should broaden its investment appeal beyond real estate, with opportunities in technology, renewable energy, healthcare, life sciences and other emerging sectors. Successful domestic businesses could create jobs, strengthen the economy and diversify the sources of international investment.
The message from the forum’s closing day was that Portugal’s long-term success will depend not simply on how much capital it attracts, but on how effectively that investment supports sustainable growth and benefits the people who live and work there.
