According to a note published on the Presidency of the Republic's website, António José Seguro simultaneously enacted the Government's decrees that amend the Regulation on Legal Qualification to Drive and the Legal Regime of Driving Instruction.
At issue are two decree-laws approved on 16 April by the Council of Ministers, whose main novelty is the possibility of learning to drive with the help of a tutor, provided that the tutor has held a driver's license for at least 10 years, announced the Minister of the Presidency, António Leitão Amaro.
In the case of licenses obtained abroad, the driver's licence must have been recognised in Portugal for at least five years.
The measure applies to category B driver's licences.
According to Leitão Amaro, before taking the driving test, the candidate may take an assessment test at the driving school, which is not mandatory.
If they do not take it and fail, they can retake the exam only after four months, without specific training.
At the time, the measure was classified by the National Association of Driving Schools (ANIECA) as a setback and "a risk to road safety".
Regarding driver's licences, the Council of Ministers approved changes to category B1, which now allows the driving of four-wheeled agricultural vehicles up to 450 kg without additional training, measures relating to the digital confirmation of the authenticity of lost or stolen licenses, technologies to support the evaluation of driving tests, with the aim of combating fraud, as well as the possibility of theoretical exams being taken in foreign languages.

I feel there should be a public media campaign to promote safe driving and remind all drivers not to Speed, Drink Drive, keep a safe distance from the vehicle in front and generally be more considerate of other road users
