The wind park is expected to have 14 wind turbines, near the Sincelo wind farm, which already has 22 turbines.
The ambitious project which will have a total capacity of 100.8 megawatts (MW) is still at the early licensing phase, and is open for public consultation until 26 August.
The new “Guarda Wind Farm” will have the capacity to produce almost 27 gigawatt hours (GWh) of electricity per year. The equivalent of approximately 0,5 % of Portugal’s annual electricity consumption. The new turbines are almost three times as powerful as the average wind turbine currently operating in Portugal.
With this project, an electrical substation will also be installed and an 18km overhead voltage line connecting to the existing Chafariz substation.
It is not clear yet what the size of the investment is in the project, but it takes place in an area with environmental sensitivity. A part of the area that will be studied is the Serra da Estrela UNESCO Global Geopark. The Serra da Estrela Special Conservation Zone is located only 450 meters west of the allocated area.
The project will reinforce Iberdrola’s presence in the Portuguese renewable sector, where the company is also finishing the Tâmega Wind Farm, a 274 MW project representing around EUR 360 million investment. Iberdrola has been one of the energy companies that has invested the most in Portugal in the last decade, with Iberdrola already operating 1,7 GW out of Portugal’s total power of 24,3 GW.
Guarda Wind Farm is still facing a lot of uncertainty. The environmental licensing process can cause significant challenges, which have previously raised difficulties for other larger-scale wind and solar investments in Portugal. Guarda Wind Farm also needs to obtain a capacity reservation certificate from REN, the Portuguese national grid operator, in order to connect the plant to the national grid.
In August 2026, the Alqueva Floating Solar Project, initiated by EDP, abandoned the project worth EUR 169 million in investment, because of a lack of sustainable and predictable economic viability. And on 24 August 2026, Portugal’s largest solar park, the Solara4 in Alcoutim in the Algarve, owned and operated by the UK-based Welink Energy Portugal, filed for insolvency after failing electricity revenues, fire damage and production levels below expectations.
However, the prospects for expanding wind power capacity still seem to be there, both in terms of developing new projects as well as upgrading existing parks. According to REN, wind energy accounted for 24,2% of electricity consumption in Portugal.
