This measure aims to address the recurring problem of detentions of Portuguese-speaking students, particularly those from Guinea-Bissau, at Lisbon Airport due to a lack of proper documentation upon arrival to study in Portugal.
The proposal suggests applying the mechanisms of the so-called "Green Lane" immigration system to areas beyond the economic sector.
Currently, under this protocol, companies recruit in the country of origin and assume responsibility for reception, obliging consulates to issue entry visas within 21 days of the completion of the process.
According to the official, the objective is to guarantee recruitment in the place of origin and greater synchronisation with the consular network to prevent young people, even if enrolled in Portuguese schools, from being barred by customs authorities because they can only complete their enrollments in Portugal.
Pedro Portugal Gaspar emphasised the need for more effective coordination to put an end to these frequent incidents that have specifically affected the Guinean community.
