The initiative, which is being led by the Municipality of Viseu, involves the introduction of the "Viseu Resident Pass". This pass enables travel within the geographical limits of the municipality using the MUV, STUV, and MOBI Viseu Dão Lafões (VDL) operators.

The purpose of this municipal programme is to encourage the use of the public transport system, promote environmental sustainability and reduce the financial strain on families, supplementing the free travel that is already required by national law for young people under the age of 23 and for military veterans.

Eligible people must apply for the pass at the operators’ service points by presenting an identification document and proof of tax residence in the municipality. An initial fee of five euros applies when the pass is issued, and individuals must obtain separate cards if they use more than one operator. For people who already have an active transport pass, the procedure involves only updating their user profile.

The pass is valid for one year and renews each month automatically. However, passengers must validate it each time they take a trip to enable ridership tracking and transport service planning.

Mayor João Azevedo of Viseu described the decision as a strategic investment to improve quality of life and local mobility, given the region’s growing population and vehicle traffic. Taking advantage of the opportunity offered by the introduction of the measure, the mayor called for greater state funding to be allocated to mobility in areas outside the Lisbon and Porto metropolitan regions, pointing out that Viseu is now becoming one of the country’s leading inland municipalities in completely funding free public transport for its residents.
