The changes also cover motorcycle drivers and passengers, who will be required to wear gloves on interstate highways and closed-toe shoes on all roads, as well as taxi drivers, who, from 1 October, must always wear a seatbelt.

For scooters, users must also wear a reflective vest at night; for professionals (such as delivery people), this is always mandatory. Fines for non-compliance with these rules will be €200.

The circulation of scooters will also be authorised outside urban centres, but only on roads separate from motor vehicles, such as bike paths.

Regarding cyclists, all exceptions to helmet requirements on intercity roads have been eliminated.

Cyclists and motorcycle riders who use their vehicles for work must also always wear a helmet and a reflective vest.

For motorcycles, the new rules allow them to use the right shoulder of roads during traffic congestion, but at a maximum speed of 30 kilometres per hour.

On the other hand, motorcycle helmets must be approved by official authorities under a new rule that, unlike the previous ones, will take effect only on 1 October 2027.
