Despite an increase in investment in the Portuguese rail network and the implementation of the national rail plan, totalling €736 million, road investment will fall to €107 million, down from €229 million in 2026.

“In 2027, the implementation of key railway investments will continue, with particular emphasis on progress on the high-speed line, the third Tagus crossing and the rail links to the new airport — around €440 million, which adds to the more than €10 billion in investments that have been launched, awarded or are in the process of being contracted,” the document states.

Line modernisation

Despite the reduction in investment, the Government promises to continue modernising conventional rail lines, strengthening connections to the main national ports, and expanding the capacity of metropolitan rail networks.

As for the road network, the Government also intends to proceed with rehabilitating and expanding the national network. Of particular note are the priority projects and those “for routine maintenance cycles” during a period of adverse weather, such as Storm Kristin, which in early 2026 placed “a significant additional burden” on the system.
