According to preliminary data for 2025, GDP per capita expressed in PPP – to account for differences in price levels – ranged from 68% of the EU average in Greece and Bulgaria to 239% in Luxembourg.
The EU average was around €41,600 in purchasing power terms, serving as the common benchmark against which all EU countries are measured.
Of the 27 Member States, only a group representing approximately 34% of the total EU population was above the EU average in 2025: Luxembourg, Ireland, the Netherlands, Denmark, Austria, Germany, Belgium, Sweden, Malta, and Finland.
France, Cyprus, Italy, the Czech Republic, Spain, and Slovenia were all 10% below the EU average, while Lithuania, Portugal, and Poland were around 10-20% behind.
The lowest level of GDP per capita was recorded in Bulgaria and Greece, 32% below the EU average, and in Latvia, 29% below.
