The programme will provide eligible workers with up to 12 weeks of paid leave for childbirth, serious health conditions or caring for family members. It is expected to be operational by 2028 and will be funded by both employers and employees.

The legislation also includes up to four weeks of “safe leave” for survivors of domestic violence, sexual assault or harassment. While supporters say the measure will provide financial security during difficult periods, critics argue it could increase costs for businesses. Federal law guarantees unpaid medical leave for some workers, but does not require employers to provide paid leave.
