This extraordinary meeting, organised by the Workers’ Commission, was convened to review the institute’s recent strategic direction and the public stances taken by executive leadership—specifically, media statements that sparked internal dissent.

The document, approved by the workers, outlines ten resolutions and levels harsh criticism of Luís Mendes Cabral’s conduct, challenging remarks he made during an interview with Antena 1 in which he questioned the Workers’ Commission’s representativeness and called for
“constructive criticism.”

In the response made public through the resolution, the INEM professionals’ representative body rejects any suggestion that corporate or partisan interests drive their warnings, emphasising instead that their concerns regarding operational failures or risks are grounded in
practical, on-the-ground experience and an understanding of the direct impact administrative directives have on emergency services provided to the public.

In the same resolution, the institute’s professionals reject the use of the “constructive criticism” concept as a filter to sideline positions diverging from those of the leadership, maintaining that reasoned disagreement regarding management decisions reflects an attitude of institutional responsibility.

The staff argues that preventing errors before emergency response operations are compromised constitutes a professional obligation, reiterating that expressing disagreement with the institute’s administration does not amount to stigmatising the institution itself.
