The project includes constructing pedestrian infrastructure, such as sidewalks and crosswalks, as well as stormwater drainage systems along National Road (EN) 115-4 and the access route to the *Parque Verde das Rotas* (Rotas Green Park).

According to the tender proposal, the project aims to improve pedestrian movement along the section of EN 115-4 situated between the EN 248 roundabout and the Arruda dos Vinhos outer bypass (in the Corredouras area) by building new infrastructure along this stretch of the national road.

The municipality also intends to improve pedestrian and cycling mobility by building sidewalks and extending the bike path leading to *Parque das Rotas*, as well as redesigning the road access following the construction of the bypass for *Estrada da Costa*.

National investment

The project costs €600,000 and has a one-year completion timeline.

In 2024, the municipality completed the second phase of the supplementary works—an investment of €670,000—which involved building a roundabout connecting the junction of EN 248 and EN 115-4 with the bypass for the so-called *Estrada da Costa*.

According to the council, these works will make it easier and more direct to access the bypass and improve road safety and the movement of heavy vehicles; previously, the route was very tight, forcing heavy vehicles to veer into the opposing lane.

The Arruda dos Vinhos road bypass—an alternative to EN 248, which runs through the town’s urban center—was inaugurated in March 2024 by the municipality and the company *Infraestruturas de Portugal* (IP). The six-million-euro investment was funded by the Recovery and Resilience Plan and is included in the National Investment Program 2030.

The Arruda dos Vinhos bypass spans approximately 2.3 kilometres and incorporates four new roundabouts along its route, facilitating access and traffic distribution to the local road network.

Road access

The project was part of a plan to improve road access to business districts, aiming to enhance companies’ capacity for the inbound and outbound movement of goods.

In addition to the EN 248, the new road serves as an alternative to the EN 115-4 and the Corredouras Industrial Bypass; according to IP, these routes also experience “high volumes of vehicle traffic, particularly heavy goods traffic.”

The company highlighted that the new bypass improves road safety in Arruda dos Vinhos and boosts mobility, while also benefiting the environment and residents’ quality of life by reducing the population’s exposure to vehicle pollution and “disturbing” noise levels.

Under the partnership between IP and the municipality, the company funded the construction and launched the public tender.

The municipality covered the costs of the detailed design and land expropriations (400,000 euros) and is investing over one million euros in complementary works.
