Even though Portuguese citizens who are 25 years of age or older have the option of renewing their Citizen Card either electronically or automatically, this remote service is limited by law when it comes to updating photographs and fingerprints.
According to the regulatory framework set out in Ordinance No. 287/2017, biometric and biographical data stored in the system of the Institute of Registries and Notary Affairs (IRN) may only be reused in the case of non-consecutive renewals, with the exception of situations where a replacement card is requested because the original document has been lost, destroyed or stolen.
Biometric updates required
As a result, people who previously renewed their documents online or by using the automatic system must update their biometric information when they renew their card next time.
If a citizen wants to voluntarily change the photograph or signature on the card, they are required to go in person to a service counter, since the standard online renewal process only permits changes to data such as address, contact details, or surnames that are already in the civil registry.
Where a user is unable to go to a physical service counter due to health problems or reduced mobility, the IRN provides a home collection service on an external basis. Moreover, the legislation allows for the collection of new biometric data through technological means—such as special apps or self-service terminals—on condition that these facilities are technically available.
In the case where automatic renewal is in effect, the new document is sent by registered mail to the address held by the applicant, keeping the old biographical details and
photograph after the relevant fees have been paid.
